That fish is never 63". Look at the size of the plants. That's Yarrow below the tail if I'm not mistaken. It would be three or four inches across, absolute max!
I would estimate that fish at 12 inches or thereabouts. If it was five foot three it would weigh over 70 lbs!!!!!!!!!!!!!
That's why if you catch a 35lb salmon you had better chap it or be called a liar for the rest of your life.
If that's 63" then my pr*cks a bloater.
Some people would also try to take the shine off my 4lb 3oz 5 drams British Record Stone Loach so I know all about this stuff.
